In fact, they should be the complete opposite—especially when they're done right. You'd be forgiven for thinking a HR framework is a fat folder (that you pay big bucks for) that ends up becoming the office's biggest dust collector. It happens all the time.
Business owners or leaders engage a consultant who develops HR policies and procedures, but they fail to communicate the true worth and value that these can have for a business. It's highly likely that the owner can’t afford to have the consultant stick around to help implement the framework—which renders it useless.
